Community Shred Day - October 5, 2019!
The next Community Shredding Day will be Saturday, October 5, 2019 from 9:00am - Noon behind Elyria City Hall - 131 Court Street. Elyria residents only may bring up to 5 grocery-sized bags or boxes to have their contents shredded while they watch. REVITALIZATION OF MIDWAY MALL CONTINUES WITH
PURCHASE OF VACANT DILLARD'S PROPERTY
Continuing the recent trend of major developer investment in
the City of Elyria, Industrial Commercial Properties LLC (“ICP”) announced its
acquisition of the 18-acre Dillard’s site at Midway Mall. Earlier this year ICP purchased the Sears
building and Sears Auto Center located on 17 acres on the western edge of the property.
These acquisitions represent a significant step forward in the revitalization
of this major regional commercial corridor.
“We believe this location is uniquely
positioned for redevelopment,” said Chris Semarjian, owner of ICP. “There are
significant opportunities within regional retail hubs like Midway Mall,
including visibility, excellent interstate access to both I-80 and I-90, additional
developable land, and proximity to population. These are important factors when marketing
these locations to users. Mayor Holly
Brinda and her team have been extremely supportive of our redevelopment efforts
and we look forward to continuing to collaborate with the City of Elyria and
Lorain County on this project,” explained Mr. Semarjian.
ICP has extensive experience with
adaptive reuse of both retail and industrial properties. ICP acquired Randall Park Mall in 2014, which
is now home to a 960,000-square-foot Amazon Fulfillment Center and several
outparcels are being redeveloped as retail. They also retrofitted the North Randall Sears
building to create a fully occupied multi-tenant industrial facility. ICP also converted the former Walmart in
Bedford into an industrial facility and has subsequently leased the entire
building to a single tenant.
“The Midway Mall area has been an important economic driver
for the City and all of Lorain County since its construction in 1966. The City
wants to see the Mall area continue to evolve to meet the needs of our
residents and the larger community,” explained Mayor Brinda. “We commissioned a re-development plan for
Midway Mall in 2016, and we are gratified to see an experienced and successful
Northeast Ohio developer willing to engage with us in the planning and re-development
process,” said Mayor Brinda. “As we work
through the revitalization of this property, the City and the Elyria Community
Improvement Corporation are prepared to work with ICP to maximize opportunities
using proven financing and incentive tools that will ultimately result in
productive reuse and revenue-producing properties.”
Mayor Brinda continued, “In late 2017 a $23 million highway
reconfiguration that widened State Route 57 and removed the 49th Street Bridge improved
access to this property. As a result, a new hotel has been built, a Giant Eagle
GetGo is under construction, and several regional businesses have relocated to
the area. Some of these companies
include Johnny K’s Powersports in the former Macy’s, Designer Fashion Warehouse
in the former Office Max, and Car Parts Warehouse in the former Walmart.”
The City’s redevelopment plan examined highest and best uses
for the property and recommended right-sizing retail, and incorporating a
different mix of retail, entertainment, office, hotel, and mixed-use
residential housing. “The City is
encouraging regional businesses that cannot be duplicated in other mall areas
and is also exploring additional uses in the West River commercial corridor,
including new apartments, medical facilities, and companies specializing in
distribution, logistics, and light industrial functions,” said Mayor
Brinda.

FROM MAYOR BRINDA: THANK YOU FOR YOUR THOUGHTFUL & RESPONSIBLE INTERACTIONS
This past week has been a challenging journey for our community and I want to take a moment to thank everyone for their thoughtful and responsible interactions thus far and encourage patience as we await the results of the full investigation into the officer involved shooting.
It is a tragedy whenever anyone loses their life, and certainly as your Mayor, a wife and a mother of four, my condolences go out to everyone impacted by this situation including the deceased, his friends and family members, and the law enforcement officers involved in the response and their families.
How we all respond to this situation will define us as a community. The City requested that the Lorain County Sheriff department take over the investigation, to insure a neutral third party law enforcement agency conduct a fair and impartial investigation of the events leading up to the officer involved shooting. So as to not compromise the investigation, City of Elyria leadership is not sharing details as we await the official report from the Sheriff’s Department.
And while we cannot share details about the investigation, as Mayor I did request that representative officers from the Elyria Police Department attend the community meeting at a south side church called by a mayoral candidate and attended by Elyria Councilman Marcus Madison in order to listen, hear concerns, and share general information about procedure. The City chose to participate in that meeting, instead of calling a separate meeting for several reasons.
First, the community meeting was called within hours of the incident, as the facts were still flowing into city leadership. It was clear the meeting was going to move forward regardless of the timing, so we decided to respond with the community – instead of trying to create yet another forum. We thought the community would be more receptive to a dialogue with officers if they participated at the meeting that was already organized and that any attempts by the City to organize a competing meeting would be viewed as “political” given that the meeting was being organized by a mayoral candidate.
Second, the City was concerned about having enough police officers available at a second meeting called by the City on the same nights as the fireworks. Safety always has to be our top priority. Not only did we have four Elyria officers who had to be taken out of service as a result of their respective roles in the situation, the City was also receiving intelligence that there might be protests being organized from outside the County that night. The City called in mutual aid from surrounding communities to help insure everyone’s safety for the fireworks.
As we progress through this process, City leadership and law enforcement officers will continue to keep lines of communication open to our residents and community organizations. As a proud community of caring people who prides itself on diversity as one of our greatest strengths, I know we can work through this and come out a stronger community.

The City of Elyria wants a fair and impartial investigation of the events that occurred last night in relation to the traffic stop and officer-involved shooting in Carlisle Township. We have asked the Lorain County Sheriff's Department to conduct the investigation, which is underway. While the investigation is being conducted, it is not appropriate for the City to comment. I will comment after the results are released.

Spring really is here, and volunteers from all over the county will turn out to help usher in the new season and beautify our blossoming community. Many groups have already signed up to help with our annual Spring cleaning, from planting flowers and gardens to litter pickup and fire hydrant painting, but don't worry if you haven't already signed up. Individuals and groups are welcome to join us in Ely Square, Downtown Elyria, on Saturday Morning, May 18th to support our community. There is fulfilling, necessary work for everyone, suited to each individual's ability and skill set. Festivities kick off around 8:30am in the square. Please call the City of Elyria Parks and Recreation Department to find out more at 440-326-1500.

Please remember, these trucks are designed to shred paper and only paper should be included. This is a Drive-Thru event and participants should remain in their car at all times. Please be prepared to show proof of residency if asked.

Please be prepared to show proof of residency if asked.

Elyria Public Utilities Introduces New Customer-Friendly Hours
The Elyria Public Utilities Office is beginning a pilot starting today, March 4, 2019 and running through May. They will be implementing new, customer-friendly hours that include being open late on Mondays and early on Fridays. At the end of May we will assess and adjust as necessary. Online service is not affected by these changes. As always, if you have questions or concerns, please contact the Elyria Public Utilities Department at 440-326-1570.

UPDATE: Elyria Garbage Pickup Delays - Jan. 30, 2019
UPDATE JANUARY 30, 2019: The Landfill maintained by Republic Services will be closed Wednesday, January 30, and Thursday, January 31st, due to extreme cold. This means that garbage pickup will be DELAYED TWO DAYS THE REMAINDER OF THIS WEEK (JAN. 30 - FEB 2), and DELAYED ONE DAY ALL OF NEXT WEEK (FEB.4 - FEB 9).
Schedule for the next two weeks is as follows:
- If your normal pickup is Wednesday, Jan. 30, your garbage will be picked up Friday, 1 and Thursday Feb. 7
- If your normal pickup is Thursday, Jan. 31, your garbage will be picked up Saturday, Feb. 2 and Friday Feb. 8
- If your normal pickup is Friday, Feb 1, your garbage will be picked up Monday, Feb. 4 and Saturday Feb. 9
- If your normal pickup is Monday, February 4, your garbage pickup will be Tuesday, February 5
- If your normal pickup is Tuesday, February 5, your garbage pickup will be Wednesday, February 6
THE WEEK OF FEBRUARY 11-16 WILL RETURN ALL PICKUPS TO THEIR REGULAR DAY...until the following week when we will experience a one-day delay due to observance of the Presidents Day holiday.

Volunteers from St. Mary Catholic Church and the Mayor’s Office on Volunteer Engagement will be supporting the shelter. Inclement Weather Notice from Ohio Edison
In preparation for potential bad weather, Ohio Edison has provided the following information in the unlikely event that weather results in a loss of power:
FirstEnergy meteorologists are closely monitoring the developing weather conditions. The attached new release details how Ohio Edison is preparing to activate its storm response and Incident Command System plans. In the event outages occur due to severe weather, customers without power are encouraged to report their outage by calling 1-888-LIGHTSS (1-888-544-4877), clicking the “Report Outage” link on www.firstenergycorp.com, or by texting out to 544487. Customers should immediately report downed wires to 1-888-LIGHTSS (1-888-544-4877) or call their local police department. Ohio Edison reminds customers to stay away from downed wires, even if they believe they are no longer carrying electricity. Extra caution should be used in areas where downed lines are tangled with trees or other debris. Motorists are cautioned to treat intersections with inoperable traffic signals as four-way stops. Ohio Edison customers can subscribe to email and text message alert notifications to receive weather updates in advance of major storms and updates on scheduled or extended power outages. Elyria: Snow Ban in Effect - January 18 - 21, 2019

The City of Elyria is
issuing a s Snow Parking Ban beginning on Friday January 18th, 2019
at Noon thru Monday January 21st, 2019 at Noon.
Residents
are reminded to obey all current on-street parking pursuant to Elyria Ordinance
351-18 “Snow Emergency” that lists streets prohibiting parking of those
designated streets; these streets are signed with “ no parking” when snow
exceeds 4” (four) inches or more. See
list below.
Residents
throughout the City, that are not in designated snow ban areas , are encouraged
to remove vehicles from on street parking for the duration of the ban. The City
will make available the Washington Avenue public parking lot for those who need
a place to park a vehicle.
The
parking ban on the designated streets will be enforced by the Elyria Police
Department.
Motorists
are reminded to use extra caution during this weather event and are encouraged
to restrict any unnecessary travel when possible.
The
City of Elyria will utilize all of its resources to keep the main roads,
bridges, hills and curves cleared during the event and will start secondary and side streets once the
weather passes.

Monday, January 21st, 2019 marks the 33rd Annual Martin Luther King Jr. Day of Service in the City of Elyria. There are many great events planned, but the main event will be on Monday, starting with a commemorative walk:

Commemorative Walk from Ely Square to Elyria High School - 10:30 a.m. 33rd Annual Elyria Dr. Martin Luther King, Jr. Community-Wide Celebration entitled “The Rhythm of the Dream in a New Generation” at 11:00 a.m. – Elyria High School Performing Arts Center, 600 West Avenue, Elyria. Main program to feature Elyria High School Orchestra, band and choir performing a full orchestra piece with narration set to Dr. King’s “I Have a Dream” speech. The EHS Orchestra is under the direction of Dr. David Pope, the EHS Band is under direction of Aaron Putka and the EHS Choir is under the direction of Kalee Bondzio. Come celebrate Dr. King’s 90th Birthday. The King Holiday Community Education & Information Fair is 12:30 – 2:00 p.m. EHS Performing Arts Center Lobby.
